The economy effected thereby is not inconsiderable, but the

principal advantage of the change is that it affords a useful

form of industrial labour to a larger number of prisoners than

formerly.

With the increasing demand for printing both

in this Colony and in China, prisoners have an opportunity of

learning a trade which should be useful to them on release

from Prison.

5. It is satisfactory to note that the new

Rules for the Prison and the revised scales of diet have work-

ed well and smoothly.

The number of whippings inflicted by order of the Assistant Superintendent was only 11 and by the Assistant

Superintendent and Visiting Justices 2 making a total of 13 which shows a large decrease in comparison with the past.

The reduction in the period spent at No.1 Hard Labour from 3 months to 42 days, the encouragement to good con- duct by the larger development of the progressive stage system, and the cessation owing to increase of pay of the frequent changes in the subordinate staff, have all contributed to this

result.
